I think the department is an economic develop- <br /> ment department that . . .whose role (inaudible) tourism to <br /> promote (inaudible) businesses and economic development on <br /> the island. And that it should be providing data for <br /> example not only to the mayor in connection with this thing, <br /> but to the Economic Development Committee of the Council <br /> which also focuses on economic development. So it seems <br /> like to me that you have a Council committee that focuses on <br /> economic development and that this should be an economic <br /> development. . .and the research role would be to support that <br /> broad general objective. I don' t know, am I stating <br /> something different from what you' re stating? <br /> DUNCAN: You know, I think it ' s pretty consistent but I <br /> guess my follow-up thought is , where do we go from here. I <br /> mean this is a. . .you know, what we ' re talking about here <br /> will require some specific action. But I don' t know who <br /> else to call in to talk to about this. I mean when the oil (inaudible) <br /> was on the energy self-sufficiency, all the initial work on <br /> geothermal . . .the stuff that led up to the County and <br /> whatever , pursuing that . . . I mean, an awful lot of stuff came <br /> out of this department when HPB was strictly (inaudible) . <br /> They have a much bigger role in tourism because HPB was <br /> (inaudible) not working here. And there was complaints from <br /> the hotel industry, aw, they didn' t know anything about <br /> tourism. We don' t (inaudible) . I mean, it was people <br /> problem. The issues have changed through the years . I <br /> think we write specifics at this point in time. Five, ten <br /> years from now, the needs in this area. . . I agree with you, <br /> the name needs to be changed. Everything needs a lot of <br /> flexibility. And I think the budget process works to either <br /> expand or restrict what their priorities are. <br /> But it really has changed, I mean, there was big bucks <br /> came through (inaudible) with SRI on the energy issue. <br /> You've got probably a whole library of energy documents that <br /> are useful today, basic research and stuff for the County. <br /> DUNDAN: Well , for us to proceed as a commission in <br /> evaluating Chapter 5 , what are you suggesting? <br /> 293 <br />
