L'ORANGE: I 'm comfortable with what ' s (inaudible) . I <br /> agree with you that maybe the name needs to be changed. <br /> CUSHNIE: I 'm comfortable with flexibility, but I 'm <br /> concerned that if the Charter is a mandate, there is a moral <br /> and legal obligation to fulfill all portions of it . And if <br /> we are picking and choosing of necessity because one portion <br /> can' t be fulfilled because we can' t chair something imposed <br /> by the County Penal Code, I think that needs to be house- <br /> keeping. I think we need to do something about that , in <br /> fairness to the department . <br /> Why burden them with gathering all grant-in-aid <br /> information when that is not a (inaudible) or a reality? I <br /> think this is (inaudible) a case of an ideal position now to <br /> create her own job description as she sees fit and still <br /> maintain the flexibility. I don' t think she has to specify <br /> we can focus on the film industry, tourism, solar energy but <br /> at least to eliminate those things that she neither foresees <br /> nor has seen in the past as being necessary. <br /> BETHEA: Let me ask (inaudible) . Looking back at the <br /> history, would most of the things they did fall under this <br /> economic development umbrella? <br /> L'ORANGE: No, not. . .not . . .not completely. I mean, you <br /> could say energy self-sufficiency is a big economic issue, <br /> long term. But the research that was done was in biomass <br /> and solar , in. . .a lot of stuff in the County led to the host <br /> of the National Energy Lab being built at Keahole. I mean, <br /> a lot initiated here didn' t necessarily all come from <br /> (inaudible) . And when. . . (inaudible) Ki Hahn was the <br /> consultant , that spent an awful lot of time with the <br /> County. You could say economic development, you know, way, <br /> way down the line, but no, no, it was strictly what are the <br /> alternatives for the County, and they researched all of the <br /> various alternatives. <br /> JUVIK: So then. . . I could just well . . . I would agree. I <br /> think that potentially who knows what kind of issues. . .we' re <br /> gonna need research, energy conservation for example. Young <br /> Ki Hahn is (inaudible) change (inaudible) high sodium and so <br /> on and so forth. There may be many issues which. . . there <br /> could be many environmental issues , the problem with <br /> wastewater disposal and so forth that may. . .they may be able <br /> to write grants and get some reseach money for, that <br /> wouldn' t be strictly, you know, going out and just marketing <br /> the island. Well there' s nothing wrong with that . But I 'm <br /> just saying there might be other issues. And I 'm not sure <br /> if. . . <br /> BETHEA: Maybe it ' s research and economic development. <br /> Or the research option is there and you need the flexibility <br /> to do.
