JUVIK: Well , I 'm simply saying that there may. . . for <br /> example, we' re going through a great spasm of economic <br /> growth at the present time. And you know, maybe a few years <br /> from now, maybe infrastructure problems , other issues that <br /> are not so much. . . sort of accommodate this growth and so on <br /> and so forth. It may not just be. . . I mean simply, we may <br /> not be out seeking the maximized growth to try to <br /> accommodate and adjust the existing system through research <br /> on alternate energy, waste disposal , all those other issues <br /> which may not strictly be economic development per se. So, <br /> I 'm not saying it shouldn' t be economic development; I 'm <br /> just saying that we should think about it . <br /> DUNCAN: But what I understand is that many of <br /> these. . . the research grants , or grants are being written by <br /> (inaudible) departments at this time. . . <br /> JUVIK: In certain areas . Certainly Housing has <br /> obvious . . .has definitely taken over. But I don' t understand <br /> (inaudible) is left . . . <br /> GREENWELL: ( Inaudible. ) <br /> JUVIK: . . .where (inaudible) is left where (inaudible) <br /> stronger grant seeking ( inaudible) more esoteric, long-range <br /> kinds of things (inaudible) be writing grants (inaudible) <br /> department , or (inaudible) day-to-day (inaudible) . <br /> DUNCAN: So where is the breakdown though in <br /> direction? You know, like if that becomes policy at the <br /> County and then the direction sets that we shall seek these <br /> grants . . . <br /> JUVIK: Well , I would simply go with Pete on the <br /> flexibility issue that . . .you know, this isn' t a <br /> department. . .maybe in other counties , it ' s merely an entity <br /> within the mayor ' s office that they just have to go out and <br /> play ball on issues that arise and pursue new technologies , <br /> new industries and so on and so forth. And it ' s hard to <br /> specify what they' re going to be writing grants in or not <br /> writing grants in (inaudible) . <br /> MAUNAKEA: If I may interject , item (b) at first gave <br /> me some problems because it talks about including economic, <br /> social and cultural proposals. And when I first reflected <br /> on that , it was quite confusing. Because that could. . .R&D <br /> could virtually take on human services at that point . And <br /> yet there' s a flexibility there that would enable R&D to <br /> pursue some of the things you' re saying. Some things which <br /> I do think belong in the department. <br /> The approach that I 've taken to address that is that <br /> you can have social and cultural issues and the example that <br /> comes to mind immediately for me was for the dynama. . . <br /> 295 <br />
