I think you can come <br /> up with district representation and this would not be in <br /> conflict with H.R. S. <br /> BETHEA: Yeah. My point was that Section 13 .4 <br /> contemplates a five-member commission and it doesn' t have <br /> any reference to geographical district . I was simply <br /> asking whether or not there is any other commission that <br /> functions with five, and I don' t think so. I think <br /> they' re all seven. Some of them are nine. Unless <br /> anybody knows any different . So this would be one that <br /> maybe, it would simply be in that large appointment <br /> rather than referencing particular districts. <br /> L'ORANGE: Mr. Chairman, you can save (inaudible) . <br /> BETHEA: There are five representative districts . <br /> Right . So we could have representative districts if we <br /> wanted to, without being in conflict with state statute, <br /> unless state statute is construed as prohibiting the <br /> Charter to set out further requirements or more specific <br /> requirements . <br /> LUKE: Mr . Chairman, if I may comment , if we ' re <br /> talking about commissioners representing County employees <br /> and residents , these. . . the population right now is set in <br /> Hilo and in Kona. So if you have a representative from <br /> each district , Hilo might be short in their represen- <br /> tations , you know. And Kona might be short. Whereas , <br /> the. . .you have one from, I don' t know, from another <br /> district that would have that number of employees or <br /> population. So, you might consider this , if you push <br /> the. . .for district representation back into the Charter, <br /> that can be applied (inaudible) the commission. Right <br /> now, because someone determined that district represen- <br /> tation was obsolete, when the commission was changed from <br /> seven members to five. Right now, we have two or three <br /> people appointed from Hilo, one from Kona, one from South <br /> of Kona Coast to South Kona. So we might wanna consider <br /> this , whether you' re really representing the employees <br /> and the population equally. <br /> 359 <br />
