Chairman? <br /> BETHEA: Yes. <br /> CUSHNIE: Along the same lines , Section 7-1 . 2 , I <br /> noticed in your proposed wording, you 've left off the <br /> representation of geographical areas. Is there a reason <br /> for that? <br /> LUKE: Yes and. . .shall I explain it? Mr. Chairman, <br /> I 'd like to make a statement now so that I don' t lose <br /> it . And this is regards to staggered terms. We have <br /> discussed this with department. . . I have discussed this <br /> with the mayor ' s office with the managing director and we <br /> have her blessing and the mayor ' s blessing to propose <br /> this change of the Charter to stagger the terms. <br /> I also discussed this with our Civil Service <br /> Commission which met on Monday. And they quoted that I <br /> convey their sentiments to you all that they are in <br /> agreement with establishing these staggered terms. Okay, <br /> with regards to your question, that in item No. 3 , that <br /> our proposal (inaudible) district representation for <br /> commissioners , H.R.S. , Hawaii Revised Statutes , does not <br /> prescribe district representation for commissioners , and <br /> the reduction of commissioners from seven to five has <br /> rendered the original disre. . . that they should obsolete. <br /> So, with five commissioners we cannot appoint by <br /> districts as prescribed here, which is set up for seven <br /> commissioners. And this is our recommendation. <br /> BETHEA: Are there any other five-member commissions <br /> that have any geographical area representation? Does <br /> anybody know? What is the Police Commission? Seven or <br /> five? I can' t recall . <br /> OMANAKA: Nine (inaudible) . <br /> BETHEA: Nine? Police Commission? <br /> OMANAKA: Seven. <br /> L'ORANGE: Seven. <br /> BETHEA: Seven. <br /> L'ORANGE: It spells it out. <br /> BETHEA: Right. <br /> CUSHNIE: I think that needs looking into if we' re <br /> going to have a commission representative of the County. <br /> 358 <br />
