DEPARTMENT OF CIVIL SERVICE <br /> Presentation by David Luke <br /> (Verbatim begins) <br /> BETHEA: Well then we will go on with the agenda <br /> items and I ' d like to ask Dave Luke to make his <br /> presentation. <br /> LUKE: Mr. Chairman and members of the commission, <br /> I 'm David Luke, Personnel Director , Department of Civil <br /> Service, County of Hawaii. I believe you have my memo- <br /> randum of May 12th ( inaudible) and various materials <br /> [Exhibit A] to the commission, and I 'd like to know how <br /> you wish for me to proceed on this . Shall I summarize <br /> this for you and be open questions? <br /> BETHEA: What ' s the feeling of the commission? Your <br /> report was circulated. I have read it. Would the <br /> commission like a summary first or should we go right <br /> into questions? <br /> GREENWELL: I think ( inaudible) give us some back- <br /> ground. . . summarizes . He suggests (inaudible) changes . <br /> LUKE: Okay. Is that the pleasure of the commission? <br /> BETHEA: Yes , please. <br /> LUKE: Our memo of May 12th transmitted various <br /> documents. And I 'd like to start with Attachments A, B <br /> and C. Attachment A spells out the purpose of the <br /> Department of Civil Service. And it clearly establishes <br /> the department as a merit-system agency for the County of <br /> Hawaii . <br /> Our responsibilities are enumerated in Chapter 76-1 <br /> of the Hawaii Revised Statutes , and this is the, in a nut <br /> shell , capsulizes the merit system of the state which <br /> applies to the County. No. 1 , we offer equal employment <br /> opportunity regardless of race, sex, age, religion, <br /> color , ancestry or politics . We also offer impartial <br /> selection of the ablest person for government service by <br /> means of competitive tests which are fair , objective, and <br /> practical . No. 3 , we offer just opportunities for compe- <br /> tent employees to be promoted within the service. Four , <br /> reasonable job security for the competent employee, <br /> including the right of appeal from personnel actions . <br /> Five, systematic classification of all positions through <br /> adequate job evaluation. And six, proper balance in <br /> employer-employee relations between the people, as the <br /> employer , and employees as the individual citizens , to <br /> achieve a well-trained, productive, and happy work <br /> force. <br /> 349 <br />
