Attachment B is our organization chart . And Attach- <br /> ment C is our functional . . . function chart , with <br /> functional statements . And the function chart is broken <br /> down pretty much in line with our organization. There <br /> are a lot of functional statements there, but I 'd like to <br /> point out those that I believe are important in high- <br /> lighting our operations . <br /> Under administration, the first sentence is <br /> important . We direct and maintain departmental programs , <br /> and I 'd like to say. . .add that these programs are all in <br /> accordance with Civil Service laws . . .applicable to the <br /> Civil Service laws . No. 2 which is not there because <br /> we ' re talking about Civil Service laws when we prepared <br /> this functional statement chart , is that we also <br /> represent the mayor in collective bargaining. And that <br /> in a nut shell is the responsibility of the director ' s <br /> office. <br /> Insofar as the Civil Service Commission, you ' ll find <br /> that on the right of the chart , top right. There are two <br /> primary responsibilities of the Civil Service <br /> Commission. One appears in line 2 and that hear appeals <br /> . . . they hear appeals against the director of Personnel as <br /> well as any appointing agency. . .head of the. . . in the <br /> County. And they also prescribe rules and regulations to <br /> carry out the provisions of Chapter 76 and 77. Chapter <br /> 76 is the civil service law. Chapter 77 is the <br /> compensation law of the state. <br /> The functions of our various divisions appear <br /> below. I . . . insofar as our administrative services and <br /> transactions division, I ' d like to skip down to the third <br /> item. This division represents the Employees ' Retirement <br /> System of the state in providing information to employees <br /> and in receiving applications for retirement. So <br /> although we. . . the retirement system is a state organiza- <br /> tion, our office coordinates the applications and <br /> provides our County employees information on the retire- <br /> ment system and also any assistance that we can in filing <br /> the application. <br /> As far as the determination of employee benefits <br /> from the retirement system, how much they' ll get as far <br /> as the. . . in terms of what options they choose, etcetera, <br /> this is done directly between the employee and the <br /> retirement system. <br /> The next thing this division does that I would like <br /> to highlight is . . .appears directly below that. And <br /> that ' s administers the provisions of the Uniform Infor- <br /> mation Practices Act. This is a new act which has state- <br /> wide applicability and therefore covers our County, which <br /> governs the provision. . . information. . .government informa- <br /> tion to private citizens . And there is a new office <br /> established in the state that would administer this act <br /> and establish rules and regulations which we will abide <br /> by. <br /> 350 <br />
