parks. Is there any way we can protect you from an <br /> unnecessary burden through the Charter? <br /> TANIMOTO: I don' t understand how you could protect <br /> me through the Charter. But I concur with your basic <br /> thought , an unnecesary burden. However , there are <br /> barriers as I understand it , what little I understand , <br /> that will make the transfer of parks , you know, a very <br /> difficult thing to achieve as it stands. The positions <br /> of state employees being incorporated into the County, it <br /> would be very difficult . I don' t foresee that becoming a <br /> reality. But again, I 'm not aware of what we can do to <br /> the Charter. <br /> GREENWELL: Mr. Chairman. <br /> BETHEA: Yes . <br /> GREENWELL: I have a question. What do you think <br /> about districts , recreation committees? In the old days <br /> there used to be district committees which helped in <br /> formulating programs and that; then when the Charter took <br /> over, those committees were eliminated. But there seemed <br /> to be a great deal of community participation in those <br /> earlier days. Do you think this would be a good idea; <br /> bring it back? <br /> TANIMOTO: Yes , it . . .semantically, maybe not so much <br /> committees. We intend to invoke the district committees <br /> for particularprojects ects of interest , such as in West <br /> '� <br /> Hawaii with the gym. There is an existing committee that <br /> has been dealing with the County administration, Parks & <br /> Recreation; and that ' s to give an input into the kind of <br /> gym and etcetera, and giving just general input as to <br /> what the needs of West Hawaii may be. We are presently, <br /> this administration, trying to formulate another district <br /> committee for the potential golf course that we intend to <br /> bid. . . to build in West Hawaii. <br /> But in general , semantically, not using the word <br /> commission, we have been. . .put together plans for <br /> adopt-a-park program which essentially (inaudible) all <br /> the parks throughout Hawaii County. And the semantics of <br /> it would be adopt-a-park or friends of a park, friends of <br /> Whittington Beach Park or friends of Ka 'u Beach Park. . . <br /> GREENWELL: (Inaudible) friends business. <br /> TANIMOTO: So wer have not gotten into the semantics <br /> of it. But it ' s an adopt-a-park program which would <br /> basically take the people who have the stake or interest <br /> in a particular park or facility that we have (inaudible) <br /> throughout the Countyj, to be involved with taking <br /> responsibility for their park or facility and giving <br /> input to making it better. <br /> 373 <br />
