KANUHA: Okay, Mr. Chairman. Thank you. Before I <br /> summarize the operation and the makeup of the department , <br /> I 'd also like to call your attention to an omission <br /> within the second paragraph of the first page, where it <br /> relates to the representation of the Planning <br /> Commission. And, there is a district that , you know, was <br /> left out and. . . <br /> GREENWELL: (Inaudible. ) <br /> KANUHA: It ' s Kona. So I just wanted to provide <br /> that clarification. <br /> GREENWELL: How could that happen? It was a vocal <br /> section. <br /> KANUHA: Mr. Chairman and members of the <br /> commission. The Planning Department ' s primary role is to <br /> provide advice to the mayor , the Planning Commission and <br /> the County Council on all planning and land use related <br /> matters. The department starts with the administration <br /> of the County general plan and that plan is implemented <br /> through the various subdivisions, zoning ordinances and <br /> other regulations. <br /> In addition to being a technical adviser to the <br /> mayor, Planning Commission and the County Council , we <br /> also have attached to the Planning Department , four <br /> commissions: the County Planning Commission, the Board <br /> of Appeals , the Kailua Village Design Commission and the <br /> Arborists Advisory Council . <br /> At the present time, we have 26 permanent civil <br /> service employees. Of those 26 employees, 17 are <br /> professional planners within the civil service criteria <br /> for the planning series. The department has three major <br /> divisions: the Kona services section and also an admin- <br /> istrative services section. These are the planning <br /> division which provides staff support to the County <br /> Planning Commission. This division conducts long-range <br /> planning and is responsible for resource management , <br /> including the areas of historic sites , environmental <br /> impact statement reviews , and also the administration of <br /> a coastal zone management program. This division is also <br /> responsible for maintaining our information' s systems , <br /> including the computerized land use inventory and also a <br /> permit tracking system. <br /> The land use control ' s division administers the sub- <br /> division code, reviews that includes plans , building <br /> permits , other projects , enforces zoning and subdivision <br /> ordinances and also reviews and issues other types of <br /> permits , such as ohana zoning permits, administrative <br /> variances , grading permits and other special agreements . <br /> The special projects division is responsible for <br /> coordinating the County' s capital improvement program and <br /> 381 <br />
