This division also supports the Arborists <br /> Advisory Council . <br /> Kona services section is currently staffed by two <br /> planners and works out of Kailua. . . the Kailua-Kona <br /> Services Center. The office presently provides a full <br /> range of planning consultation, plat approval services , <br /> and also assists us in the area of inspection and code <br /> enforcement. They also provide the coordination for all <br /> the activities of the Kailua Village Special Design <br /> Commission. <br /> Our administrative services section consists of <br /> clerical support , accounting support and also drafting <br /> services. <br /> Mr. Chairman, that concludes the whole review of <br /> that department . If you' d like to ask any questions <br /> about that section before I go into the. . . our proposed <br /> amendments to the Charter. I 'm (inaudible) with the <br /> questions (inaudible) . <br /> BETHEA: Thank you. Are there any questions by the <br /> commission on the material covered so far? Hearing none, <br /> your don' t we proceed <br /> with recommendations . <br /> KANUHA: By and large, Mr. Chairman and members of <br /> the commission, the amendments that I 'm suggesting for <br /> consideration at this time are primarily what we consider <br /> to be housekeeping in nature. We first of all , with <br /> regard to Section 5-4 . 3 (e) , we are suggesting that you <br /> consider deleting this provision in its entirety, the <br /> reason being that , in accordance with rules and <br /> regulations established by the State Land Use Commission, <br /> the Planning Department rather than the Planning <br /> Commission is automatically a party in any State Land Use <br /> boundary proceedings. <br /> Secondly, we are suggesting that Section 5-4 . 3 . . . <br /> BETHEA: If I may, let me ask you about. . . <br /> KANUHA: You have questions on that? Okay. <br /> BETHEA: Yeah. Let me ask you about 5-4. 3 (e) . As <br /> you suggest , the planning director. . . I guess the Planning <br /> Department as opposed to the commission itself, is a <br /> party to the State Land Use boundary changes. But let me <br /> ask you. Suppose it ' s simply talking about recommending <br /> to the State Land Use any change of land use boundary? <br /> For example, this is talking about the commission. <br /> Shouldn' t the commission, if it wants to on its own <br /> motion, perhaps with your recommendation, etcetera, <br /> simply initiate a proposal to the State Land Use to <br /> change land use boundaries? I mean, just as a <br /> recommendation? All I read this as saying is to review <br /> 382 <br />
