On the next page, we continue with the functions of <br /> the administrative services and transaction division. <br /> I ' d like to highlight the first and that . . . state that if <br /> . . .we audit and process payroll certification forms <br /> involved in personnel appointments , in-service changes <br /> and separations in accordance with laws , rules . . .and <br /> rules governing civil service classification and <br /> compensation. This may seem to be a housekeeping <br /> function, but it ' s very important , because this is the <br /> division that sees that all transactions . . . personnel <br /> transactions affecting emloyees are in accordance with <br /> the laws , rules and regulations and other (inaudible) <br /> contracts . <br /> No. 2 , the division maintains personnel records <br /> filed . . . Another very important function, we are the <br /> record agency for all employees of the County. <br /> BETHEA: Sorry (inaudible) , I missed that. <br /> LUKE: We are the record agency. We keep all the <br /> records for all employees of the County and all <br /> (inaudible) . And we. . .many of these records are <br /> permanent records . <br /> No. 3 , the division applies and interprets compen- <br /> sation laws as uniformly as practicable with the state <br /> and other counties in accordance with Section 76-2 , 76-3 <br /> and 77-10 , Hawaii Revised Statutes. This is also a very <br /> important activity for the division in that state law <br /> prescribes that all agency. . .all jurisdictions , County as <br /> well as state, must apply the same compensation laws to <br /> all employees regardless of jurisdiction; and these laws <br /> shall be applied uniformly. It also requires that any <br /> rules and regulations pertaining to these laws must be <br /> approved by the Civil . . .Coun. . . the Civil Service <br /> Commissions of all agencies. And they meet once a year <br /> in joint conference to review a. . . compensation laws that <br /> will be applicable to civil service employees . <br /> No. 4 , the division reviews independent contractor <br /> and employer-employee contracts for appropriate certifi- <br /> cation of the personnel director; and that ' s me. There <br /> are only certain types of contracts that can be left by <br /> the County and these contracts would be those that are <br /> excepted from Civil Service. . .employment that would be <br /> excepted from Civil Service. And an example of this <br /> would be 90-day. . . temporary employment of 90 days or less <br /> that are not readily found in our classification system. <br /> Or independent contractors , if we. . . the County chooses to <br /> contract an engineer for designing a bridge or an <br /> architect for designing a certain. . . things . And this is <br /> not part of our on-going Public Works activity, they may <br /> employee for contract . . . independent contractors to do <br /> this. <br /> I 'd like to turn back to the first page of our <br /> 351 <br />
