Yuen: Questioned whether Mr. Yamashiro ;would <br /> recommend a clause that 8O% of the funds in• the account <br /> should be expended before more monies can be <br /> transferred to it (3 : 1 : 10) . <br /> 11. L'Orange: Upon asking Yamashiro whether <br /> there is a discretionary fund, he was assured <br /> there wasn' t (3 : 2:42) . <br /> C. Salary Ordinance <br /> 1. Yamashiro: Salary Ordinance used to <br /> provide for a position count. Now those <br /> positions under civil service do not appear in <br /> the salary ordinance (3 : 1: 43) ; so Council is <br /> unaware of how many people are being hired , <br /> whether reallocations are made (43) . <br /> 2. Bethea: Questioned whether the Salary <br /> Ordinance could require a body count ( (3 : 1 :31) ; <br /> Yamashiro: Said Administration takes the <br /> position they would not have to abide by a body <br /> count (30) if the Charter says the County can <br /> have "positions as otherwise provided for" <br /> (29) . Those other positions are in the Civil <br /> Service ordinance; and these positions need not <br /> be addressed (29) . <br /> X. MARK SPANGLER <br /> A. Introduction. Spangler: He is spokesperson <br /> for the County Charter Educational Forum organized <br /> by the Republican Party (see Exhibit E) (3 : 2: 33 ) as <br /> a community service; have met islandwide the past <br /> few months. Assured everyone that the Republican <br /> Party hasn' t taken any position yet with regard to <br /> possible Charter changes (32) .
