Rather, we suggest that any <br /> • matter brought before the Board be presented in such <br /> a way that citizens of average intelligence will <br /> understand the presentation. <br /> Section 5-4.2 Planning Department and 5-4.3 Planning Commission <br /> 1.We recommend that the Department and Commission be <br /> divided in fact to reflect their two distinct missions- <br /> Planning and Zoning.Further, that the Commission be <br /> divided into two segments, four members in Planning, <br /> four members in zoning and the ninth member be Chairman <br /> of the Planning and Zoning Commission. Further that the <br /> Department name be changed to "Planning and Zoning De- <br /> partment" <br /> ARTICLE V Chapter 5: Department of Research and Development:We <br /> recommend that this department be eliminated as a <br /> separate entity and its' functions be placed under the <br /> Planning and Zoning Director so as to be able to predict <br /> in advance what developments are likely to occur that <br /> will require county attention to infra-structure needs. <br /> ARTICLE VI Section 6-1.1 This section and ALL SECTIONS in the Charter <br /> - <br /> that are gender specific should be de-gendered. <br /> ARTICLE VII Section 7-2 .2 Police Commission should be one of the most <br /> important commissions. It currently does not seem to be <br /> so structured. We recommend expansion of this commission <br /> • to nine members, one from each political subdivision. <br /> Further, we ask that the- Police Commission be charged <br /> with investigating any alledged wrongdoing within the <br /> Police Department and that they have funding available <br /> to hire independant investigators outside of the regu- <br /> lar department to conduct investigations in a non- <br /> prejudiced environment. <br /> ARTICLE IX No recommendations. <br /> ARTICLE X Section 10-4 now reads in part: " the county council shall <br /> publish in a newsapaper of general circulation in the <br /> county" . We recommend that this be changed to read "all <br /> newspapers of general circulation in the county" If it <br /> costs a little more, at least you will not deprive some <br /> of your citizens of such notices. <br /> Section 10-13 in part" In case of death, resignation or removal <br /> of the Director of Finance, the council MAY cause an <br /> audit to be made. Our recommendation: change the word <br /> "may" to- "SHALL" . <br /> Section 10-14 should be changed to read " in conformance with <br /> - State of Hawaii regulations so that the Charter can be <br /> in line whenever State rules are changed. <br /> •ARTICLE XI Initiative and Referendum. Our membership thought long and hard <br /> about this important citizen right including a change in the <br /> 498 percentage necessary to initiate the process. Also, the possi- <br /> bility that there should be some point in time when Initiative <br /> and Referendum should be cut off. <br />
