Our recommendations are: <br /> 1. In order to discourage frivolous use of this right, <br /> Section 11-3 should be changed from°15% of qualified <br /> • voters who voted in the County for the office of <br /> Mayor in the last general election" to read "twenty <br /> percent of qualified registered voters. " This will <br /> eliminate a confusing and unpredictable qualification <br /> 2. There should be no point in time when citizens can <br /> not petition to change something with which they have <br /> serious disagreement. <br /> ARTICLE XIIChapter 2- West Hawaii Committee recommends that a new Section <br /> 12-2.2 be added to the charter regarding residency requirements <br /> of all elected, appointed and hired persons as follows: <br /> 1. Should any elected official or appointee from a <br /> specific political district remove their residency <br /> from that district, they shall immediately submit <br /> their resignation. Or, failure to do so within six- <br /> ty days of such removal shall be cause for removal <br /> from office. <br /> 2. In the case offull time hired employees from outside <br /> the County, they must establish a primary residence <br /> within the County within ninety days of hire. Failure <br /> to do so shall be cause for discharge. <br /> ARTICLE XIIISection 13-1 (f) 11 should be added to the Charter and will <br /> include residency requirements above <br /> Further, we feel that a section should be added to this <br /> 5 Article enumerating the desire of citizens of this County <br /> to have the best qualified persons possible heading each of <br /> their departments and agencies and tb do this the Council <br /> should advertise in appropriate media Nation wide for appli- <br /> cants to fill each such position when there is a vacancy to <br /> fill. <br /> ARTICLE XIV Section 14-5 Board of Ethics:We recommend that the Board be <br /> increased from five to nine members and that each member shall <br /> be a resident of a different political district. <br /> ARTICLE XV Section 15-3 Mandatory Charter Reviews should be changed in <br /> part as follows: "The commission shall publish not less than <br /> forty five days before any election at least once in ALL <br /> daily newspapers of general circulation within the County. " <br /> Further, the commission shall avoid the use of double nega- <br /> tives or positives and wording shall be written so that a <br /> YES vote is a vote FOR and a NO vote is a vote AGAINST. In <br /> fact, the Corporation Counsel should be directed to review <br /> every Ballot item to make sure that this, in fact, is the <br /> case. If an item is to be passed or defeated, it should be on <br /> merits, and not through obsfucation. <br /> Thank you very much for this opportunity. <br /> 410 <br /> 499 <br />
