Council Action. <br /> The council shall adopt the operating budget on or <br /> before the [thirtieth] fifteenth day of June. If it <br /> fails to do so the operating budget submitted by the <br /> mayor shall be deemed adopted by the council as the <br /> operating budget for the ensuing fiscal year. <br /> The adopted operating budget shall be in effect on <br /> and after the first day of the fiscal year' to which it <br /> applies, except for the item(s) or Portion(s) thereof <br /> which the mayor may have vetoed. Such vetoed item(s) <br /> or portion(s) thereof shall not take effect until the <br /> council has had the opportunity for reconsideration <br /> Pursuant to provisions of Section 3-13 . <br /> • <br /> Notification and Authorization of Transfers <br /> The Akana Administration has been aware of the problems in the <br /> past regarding notification of Councilwhen transfers are made. <br /> Thus we revised the monthly report format at the beginning of <br /> the 1989-90 fiscal year to show Council all transfers made <br /> during the fiscal year. While this change has eliminated the <br /> problem of notification, it still has not solved the question of <br /> the Administration' s authority to make transfers within a <br /> department . This question must be settled by the Charter <br /> Commission once and for all . <br /> 845 <br />
