BETHEA, CHAIRMAN, AND MEMBERS OF THE 4 <br /> HAWAII COUNTY CHARTER COMMISSION <br /> March 27, 1990 <br /> BiQnnial Budget <br /> As we move into the 1990 ' s, home rule issues are gaining support <br /> in State government. We are hopeful that within a few years the <br /> counties will be allowed new taxing authorities to broaden and <br /> stabilize their revenue base. This change will allow our County <br /> to focus more on the long term future and plan accordingly. <br /> Thus , we urge the Charter Commission to consider requiring a <br /> biennial budget system with only supplemental revisions in the <br /> second year of the budget. This would be consistent with the <br /> State system of budgeting . <br /> Thank you for allowing me to present my thoughts to you in <br /> writing.
