A reapportionment commission would establish the boundaries <br /> • of the districts in 1991 and adjust the boundaries every ten <br /> years. Each district would contain about one-ninth of the <br /> population of the county. <br /> If Ballot Proposal "1" is passed, the 1992 council would be <br /> the first to be elected from single-member districts. <br /> (Amends Charter Sections 3-2 and 3- <br /> 3 , and adds a new Section 3-18 . ) <br /> ***************************************************************** <br /> Proposal ""21" <br /> Proposal "2" would amend the charter to limit the powers of <br /> initiative and referendum. <br /> At present, initiative and referendum give the voters the <br /> power to enact or to repeal county ordinances by direct vote. <br /> Voters may circulate petitions asking the county council to enact <br /> or to repeal an ordinance. If enough voters sign the petition, <br /> the county council, must do what the petition requests, or put the <br /> issue on the general election ballot.
