- Establish minimum qualifications of training and <br /> experience for the fire chief, managing director, planning <br /> director, and finance director. (Amends Sections 6-4 . 1, 6-1. 2 , <br /> 5-4 . 2 , and 5-3 . 2 . ) <br /> - Eliminate the responsibility for administering federal and <br /> state grants from the duties of the director of the department of <br /> research and development. (Amends Section 5-5. 3 . ) <br /> - Clarify the procedure and deadlines for elections to fill <br /> county council and mayoral vacancies. (Amends Sections 3-5 and <br /> 5-1. 5. ) <br /> - Allow members of boards and commissions to hold over for <br /> one month- after the expiration of their terms if the term expires <br /> less than one month after the expiration of the mayor's term. <br /> ® (Amends Section 13-4 (d) . ) <br /> - Require the county council to confirm or reject any <br /> mayoral appointment within forty-five days.
