- Specify that a board or commission must act by a vote of a <br /> majority of the membership to which it is entitled, unless it has <br /> only advisory functions. (Amends Section 13-4 (i) . ) <br /> - Specify that the rules of a board and commission must <br /> define a "quorum" as a majority of the members to which. a board <br /> or commission .is. entitled. (Amends Section 13-4 (j ) . ) <br /> - Clarify that new department heads take office upon <br /> appointment, not confirmation. (Amends Section 13-8 . ) <br /> - Require that the charter be written in gender-neutral <br /> language. <br /> - Change the term "twelve o'clock meridian" in the charter <br /> to "noon. " (Amends Sections 3-2 , 3-5, 5-1. 1, and 5-1. 5. ) <br /> - Delete the requirement that the county council approve <br /> 410 rules and regulations in order to conform to state law. (Amends <br /> Section 13-7 . ) <br /> - Delete references in the charter to certain powers of the <br /> planning commission in order to conform to state law. The <br /> planning commission does not presently exercise these powers <br /> becausethey are inconsistent with state law. (Amends Section 5- <br /> 4 . 3 . ) <br /> - Clarify thatthe number of votes required for council <br /> action remains the same even if there are vacancies on the <br /> council.
