VI . APPROVAL OF LANGUAGE FOR COUNCIL MAJORITY VOTING <br /> • Yuen: Explained that this was approved in principle at <br /> the last meeting. Regardless of vacancies on the council , <br /> official action will still require the same number of <br /> votes--five when a majority is required; six when <br /> two-thirds are required. <br /> Ms. Lum moved for acceptance that language of Attachment <br /> "B" of counsel ' s letter of June 20 , 1990 be placed on the <br /> ballot. Seconded by Mr . Greenwell. All were in favor and <br /> the motion carried. <br /> VII . Art. XI: POSSIBLE ACTION ON ALTERNATIVES FOR CLEAR BALLOT <br /> LANGUAGE; RATIFY LANGUAGE CHANGE FOR PERIOD THAT <br /> SIGNATURES ARE VALID. <br /> Bethea: Commission had previously voted to have period in <br /> which signatures are valid be from two years from the <br /> deadline to submit signatures. <br /> Yuen: Example, if the deadline to submit the petition was <br /> May 1, 1992 , signatures dated before May 1, 1990 would not <br /> count. Request approval of language in Attachment "A" to <br /> his letter of June 20 , 1990. <br /> Mr. L'Orange moved to approved Attachment "A" . Seconded <br /> by Ms . Lum. All were in favor and the motion carried. <br /> Bethea: The first half of this agenda item deals with <br /> whether or not there should be a committee to draft ballot <br /> language for initiatives. Previous recommendation was <br /> that we add in plain language insertion to Sect . 11-7 (b) . <br /> Mr. L'Orange: The Charter amendment pamphlet prepared by <br /> counsel is clear and easy to understand. <br /> Yuen: Commission has already recommended and passed a <br /> number of proposed changes to the procedures in Art. XI. <br /> Mr. Juvik asked for amendment to Sect. 11-3 (c) to reduce <br /> the percentage of voters who must sign an initiative and <br /> referendum petition from fifteen percent to eight <br /> percent. Ms. Cushnie seconded. Mr. Juvik feels that the <br /> percentage of voters required to initiate an initiative or <br /> referendum in Hawaii County is high by national <br /> standards . He feels that we should reduce the percentage <br /> to a more reasonable level . <br /> Omonaka: If anything is worthwhile , the public should do <br /> the work and get the number of votes required.
