Agenda Item 15: Another technical item. The purpose of the <br /> ill amendments concerning the mayor's office and of §4-5 (a) was to <br /> clarify that the civil service status of certain positions is as <br /> defined by State law: i.e. they are defined as "exempt. " <br /> However, an unsophisticated voter might read the language we are <br /> proposing to mean that they will become civil service positions. <br /> Therefore, I would propose slightly different language. <br /> Agenda Item 16: For initiative and referendum petitions, we <br /> voted that the signatures are valid if the signatory was a <br /> registered voter when the clerk began counting. Should the same <br /> clarification be made for recall petitions? <br /> Agenda Item 17 : Bob Shioji asked that the Charter contain <br /> an explicit clause that there shall be no election if the vacancy <br /> occurs less than sixty days before the primary. This is implicit <br /> in the language we adopted at our June 1 meeting. <br /> Agenda Item 18 : Veto of budget. The Charter Commission has <br /> been asked to consider the short time frame which the Council has <br /> to veto the budget.
