I prepared this for you to <br /> serve as a basis for the Commission's discussions about what <br /> should go on the ballot, how the ballot should be worded and <br /> divided, and how the ballot issues should be explained to the <br /> voters. It is not meant to be final. I want to consider some of <br /> the language further, and I would like to hear comments and <br /> criticism from the Commission. <br /> Under the charter, the Commission must publish "a brief <br /> digest of the amendments or charter and the purpose thereof and a <br /> notice to the electorate that copies of the amendments or ,charter <br /> are available at the office of the county clerk. " §15-3 . <br /> I would suggest that the Commission publish something like <br /> the Ballot Pamphlet to be the "digest, " with any necessary <br /> revisions or changes, to fulfill this charter requirement. I <br /> would also suggest that the pamphlet be placed in each voting <br /> booth, and that the ballot incorporate the pamphlet by reference. <br /> It is not possible to give a reasonably full description of the <br /> proposed charter changes on the physical ballot itself. By <br /> having the booklet in- the booth, interested voters will be able <br /> to find out the basic substance of the proposals.. Finally, the <br /> complete text of each change should be available at each polling <br /> place. <br /> We probably shouldcoordinate the publication of the <br /> amendments we propose with the publication of the amendments <br /> proposed by the council-. The charter is a bit inconsistent on <br /> the publication requirements for amendments proposed by the <br /> council versus amendments proposed by the Commission: the <br /> charter requires the publication of the complete text of council <br /> sponsored amendments, while it requires only the publication of a '-., <br /> digest of the amendments proposed by the Commission.
