This is a public meeting and it ' s open <br /> to discuss all issues. <br /> IV. SHIRLEY FREEMAN (Exhibit A) <br /> A. Freeman: Favors single-member Council districts. <br /> B. Freeman: Wants all recommendations to appear on <br /> voting ballot separately; does not want anything <br /> lumped together to either accept or reject. <br /> Cushnie: Questioned whether housekeeping items <br /> could be lumped together.
