Mulhall : Belongs to the League of Women Voters , who <br /> have adopted the following: <br /> 1. Mulhall : Boards and commissions should be <br /> composed of not more than a bare majority of <br /> members of one gender. Women are presently <br /> under-represented. Gender parity should be <br /> mandated in the Charter. <br /> 2. Mulhall: All issues should be handled by <br /> initiative. The 15% number of signatures now <br /> required should be reduced to 10% of those that <br /> voted in the previous election. <br /> 3 . L'Orange: Questioned what a reasonable amount <br /> of time should be to circulate petitions (38) . <br /> Mulhall: Three months is reasonable. <br /> 4 . Mulhall: Issues must be understandable to <br /> voters and should be clear on ballots. Lack of <br /> clarity was exemplified on the most recent <br /> Hapuna issue, which no one understood on the <br /> ballot. A public mailing to all residents <br /> before the election should list all issues, <br /> with a clear explanation and consequences of <br /> voting either way. <br /> 5. Bethea: Would you want the number of issues <br /> appearing on a ballot limited? Mulhall: <br /> Growth would mean voting on however many <br /> necessary; 40 issues would seem quite high. <br /> VI. JACK DAVIS <br /> A. Davis: Plans to submit written testimony at a later <br /> date re three areas : <br /> 1. Davis: The length of time to collect signa- <br /> tures should be 6 months long. <br /> 2.
