Rothstein: Change petition signature <br /> requirements from 15% to 10%. <br /> 3 . Rothstein: Define "qualified voters" on <br /> petitions to include being qualified if voter <br /> is registered at the time the petition is <br /> verified. <br /> 4 . Rothstein: Each petition collector is required <br /> to give his residential address. In a rural <br /> community, box numbers are used. The Charter <br /> should be amended to read "residence address or <br /> box number. " <br /> 5. Rothstein: Recommends withdrawal of signatures <br /> be notarized also to prevent fraudulent with- <br /> drawals . <br /> 6. Rothstein: Council has 60 days to deal with <br /> initiatives and 30 days to deal with referendums <br /> once they are certified (1: 2:44) . Recommends <br /> language to say: "However, if the Lt. Gov' s <br /> submission deadline falls within the 60 days, <br /> the Council shall complete its proceedings in <br /> time to meet the submission deadline for <br /> placement on the ballot. " <br /> B. Rothstein: Sexist language throughout Charter <br /> should be changed to gender neutral language. <br /> C. Rothstein: The present Charter does not adequately <br /> deal with the ballot language. The Hapuna <br /> initiative lost because few understood the ballot <br /> language. Corp. Counsel presently writes the <br /> language, no input is requested from the public, and <br /> Corp. Counsel may reject any input offered (41) . <br /> 602 <br />
