Planning membership need not be limited <br /> to the construction industry. <br /> 6. Davis: Feels the quality of life can better be <br /> served if we re-cycled items. Feels that the <br /> quality of life should be a primary concern to <br /> government; should have some kind of environ- <br /> mental quality commission set up (30) , which <br /> projects environmental considerations on a <br /> long-term basis. <br /> 7. L'Orange: Planning Commission lists no <br /> requirements for membership in the Charter. <br /> Would appreciate suggestions along this line. <br /> Davis: Miminum one person should be an <br /> environmentalist (25) . Poppe: If geographical <br /> area plus interest must be represented, would <br /> like suggested way of handling. <br /> VII. KRISTI VAN PERNIS (Exhibit C) <br /> A. Van Pernis: Prefers single-member districts , which <br /> would save candidates campaign costs and time (20) ; <br /> it would also allow the district to be truly <br /> represented by one in that community. <br /> Van Pernis: Suggests each of the six districts <br /> elect their own representative; the remaining three <br /> Council positions would run at-large. The three <br /> at-large members would shoulder accountability <br /> islandwide. Wording on the ballots for <br /> single-member and at-large districts should be <br /> clearly written also. <br /> B.
