• .• <br />(k) To temporarily transfer, during periods involving an excess <br />of work, deputies or employees, from one County office or department <br />to another County office or department. <br />(1) To devote his entire time to the duties and interests of <br />the County. <br />(m) To perform such other duties as may be lawfully prescribed <br />or required by this Charter, or by ordinance, resolution or order of <br />the Board of Supervisors. <br />Section 3. • Advertising and Exploiting Resources of County. <br />The County Manager shall have plenary power, subject to the provi- <br />sions of general laws, with respect to advertising or exploiting the <br />resources of the County. He shall, ex officio, act as secretary of <br />any County Board of Trade or County Chamber of Commerce created <br />under the provisions of the general laws, and in the event of the <br />disestablishment of any such County Board of Trade or County Chamber <br />of Commerce, he shall perform duties and functions customarily per- <br />forrned by the secretary of such County Board of Trade of Chamber of <br />Commerce. He shall consult with the Board of Supervisors with <br />respect to any appropriations made by the Board of Supervisors for <br />advertising or exploiting such resources. Any appropriation made by <br />said Board of Supervisors shall be upon the" recommendation of the. <br />;County Manager. <br />Section 4. Limitation in Powers. The County Manager, among <br />-other limitations not herein expressly enumerated, shall not be <br />vested under this Charter with power: <br />(a) To exercise any legislative function. <br />-11- <br />
