CHARTER <br />member of the assembly, or by a municipal officer or employee. <br />(c) All questions presented to the assembly concerning any <br />subject which has been delegated to a board shall be submitted <br />first to the board for consideration unless the assembly shall <br />otherwise determine. <br />(d) Boards shall not be authorized to employ or remove or <br />direct the employment or removal of any municipal officer or <br />employee, except that the personnel board may determine all <br />questions as required by the personnel regulations adopted by <br />the assembly. <br />(e) The prevailing vote of the majority of the members of a <br />board shall be required for official action. A quorum of a board <br />shall consist of a majority of the full membership of the board. <br />(f) Board meetings shall be conducted as provided for the <br />assembly in Section 3.12 (d) of this Charter. <br />Section 3.17. Ordinance Violations. (a) The assembly may <br />prescribe penalties not to exceed 30 days imprisonment or a <br />fine of $500, or both, for the violation of ordinances. <br />(b) Assembly legislation relating to alcoholism and pub lcc <br />drunkenness shall emphasize treatment and prevention rather <br />than imprisonment or levy of fines. To help formulate policy <br />for this purpose, the assembly shall establish a community <br />I <br />advisory board on prevention and treatment of alcoholism. <br />Section 3.18. Ombudsman. The assembly by ordinance may <br />establish the office of ombudsman as a part of the legislative <br />branch of the municipality. <br />ARTICLE IV — EXECUTIVE <br />Section 4.1. Manager. There shall be a manager of the <br />municipality. The assembly shall appoint him. The assembly <br />may enter into a term contract with a manager. <br />Section 4.2. Qualifications. The manager shall be appointed <br />solely on the basis of his executive and administrative <br />qualifications, with particular reference to his education, <br />training, and experience as a professional municipal <br />8 <br />
