• CHARTER <br />administrator. The assembly by ordinance may set forth specific, <br />qualifications. No member of the assembly may to appointed <br />manager unless at least two years have intervened since the <br />expiration of his last term on the assembly and . the date of <br />appointment. <br />Section 4.3. Suspension or Remcval. The assembly may <br />suspend or remove the manager at any time. <br />Section 4.4. Acting Manager. if the manager is absent from <br />the municipality or is unable to perform his duties, if the <br />assembly suspends the manager, or if there is a vacancy in the <br />office of manager, the assembly may appoint an acting manager <br />to serve until the manager returns, until his disability or <br />suspension ceases, or until another manager is appointed. The <br />assembly shall replace the acting manager with a permanent <br />manager within a reasonable time, and in no case may he serve <br />as acting manager for more than one year. An assemblyman <br />may serve as acting manager but first must resign from the <br />assembly. <br />Section 4.5. Powers and Duties. The manager shal.`. bechief <br />administrative officer of the municipality and shall be <br />responsible to the assembly. He shall execute the provisions of <br />this Charter, all ordinances of the municipality, and all <br />applicable laws. Without limiting the foregoing or excluding <br />other or broader powers consistent therewith, the manager <br />shall: <br />(a) Appoint or remove all heads of administrative <br />departments and, subject to such personnel regulations as the <br />assembly may adopt, other municipal employees. He may • <br />authorize any administrative officer to appoint or remove <br />subordinates in his department, subject to such personnel <br />regulations as the assembly may adopt; <br />(b) Direct the care and custody of all municipal property; <br />(c) Direct and supervise the construction, maintenance., and <br />operation of municipal public works; <br />(d) .Prepare and submit the annual budget and capital <br />improvements program to the assembly; <br />(e) Keep the assembly fully advised on the financial <br />9 <br />
