CHARTER <br />condition and needs of the municipality; <br />(f) At the beginning of each fiscal year, submit to the <br />assembly a report on the financial and administrative activities <br />of the municipality for the preceding fiscal year; within three <br />months after the end of each fiscal year, prepare and make <br />available to the public; at such reasonable price as the assembly <br />may direct, an annual report on municipal affairs during the <br />preceding fiscal year. <br />Section 4.6. Assembly Meetings. The manager shall have the <br />right to take part in the discussion of all matters coming before <br />the asembly. <br />ARTICLE V — LEGISLATION <br />Section 5.1. Ordinances. Each proposed ordinance shall be <br />introduced in writing and in the form required by the assembly. <br />The subject of each ordinance• shall be expressed in its title. <br />Each ordinance shall be confined to one subject unless it is an <br />ordinance establishing a budget or one codifying; revising or <br />rearranging existing ordinances. Ordinances establishing budgets <br />shall be confined to such subject. <br />Section 5.2. Actions by Ordinance. In addition to other <br />actions required by this Charter, those actions of the assembly <br />shall be by ordinance which: <br />(a) Establish, alter or abolish any municipal department; <br />(b) Provide for a fine or other penalty, or establish a rule or <br />regulation for violation of which a fine or other penalty is <br />prescribed; <br />(c) Grant, renew, or extend a franchise; <br />(d) Regulate the rate charged for its services by any public <br />utility; <br />(e) Establish procedures for acquisition and disposal of lands <br />or rights in lands, including but not limited to requirements for <br />public notice and competitive bidding; <br />(f) Adopt or modify the official map, platting or subdivision <br />controls or regulations, or zoning controls; <br />(g) Propose a sales or use tax; <br />10 <br />
