: Mayor -2- August 21, 1978 <br /> Our total budget for FY 1977-1978 was $201,644. For 1976-1977 it was <br /> $216,987. <br /> Program Descriptions: We will list first our goals, then the more <br /> important and active programs to achieve those goals. <br /> Goals: <br /> 1. To provide equal opportunity for all regardless of race, sex, age, <br /> religion, color, ancestry or politics in relation to government <br /> employment. <br /> 2. To provide impartial selection of the ablest person for government <br /> service by means of competitive tests which are fair. <br /> 3. To provide just opportunity for competent employees to be promoted <br /> within the service. • <br /> 4. To provide reasonable job security for the competent employee. <br /> 5. To provide systematic classification of all positions through adequate <br /> job evaluation. <br /> 6. To provide proper balance in employer-employee relations between the <br /> people as the employer and employees as the individual citizens. <br /> 7. To achieve a well-trained and productive working force. <br /> 8. . To provide a compensation plan which will attract and retain competent <br /> persons for government service and which recognizes.the different <br /> levels and kinds of work with relative compensation. <br /> 9. To provide uniformity in personnel administration and benefits as <br /> required by law. <br /> 10. To assist the Mayor as one of his representatives in the collective <br /> bargaining process and to assist in the implementation of negotiated <br /> contracts. <br />
