To provide equal opportunity forallregardless, of race, sex, age, <br /> religion, color, ancestry or politics in relation to government <br /> employment. <br /> 2. To provide impartial selection of the ablest person for government <br /> service by means of competitive tests which are fair. <br /> 3.
