Okay. <br /> TENGAN: When I refer to special interest group, I'm talking about may be certain <br /> people getting together to really put something that would benefit them <br /> and not necessarily be good for the entire community. .This is what I refer <br /> to as special interest group. But when you're talking of the Water Commission <br /> as a special interest group who look over the development of water throughout <br /> the entire island, it's going to benefit the entire island; that's the good <br /> kind though of special interest group. <br /> TANAKA: Yes, that's why I was you know just saying, get goodkind and bad. <br /> TENGAN: Right. What I was trying to do here is point out certain things to <br /> the Water Commission that I believe you should give thoughtto; whether you <br /> believe me or not, that's your prerogative and your decision; however, I <br /> want to raise certain questions I think that you should consider in your <br /> deliberations. <br /> MANAGER: I think what should really be weighed is look at the record and then will <br /> the record of what the department has done under the Commission and weigh it <br /> against if it were to go to the Mayor would you 'have the same accomplishments? <br /> That's the big issue. <br /> TENGA.N: .
