And in many cases, I see .that a. lot of comments are unsubstantiated, <br /> • they are unfair charges against the department; and so in order to just please <br /> myself, I started writing down things that I felt were wrong statements made <br /> by people in the community to the Charter Commission and so in the meantime <br /> • <br /> • this thing just built up and built up and we decided well why not present it <br /> to the Water Commission. <br /> TANAKA: And again, that's why my questions to some-of these things because again, too, <br /> these are not substantiated. statements that you are making here, right? These <br /> are just assumptions from your part. <br /> TENGAN: ` Well , when you .get down to the facts about the accomplishments of the <br /> department, about the water department itself, I don't think those figures - <br /> or that presentation is to me undisputable. . <br /> TANAKA: Correct. :I 'm not questioning you on that; I 'm questioning you about, what <br /> I 'm asking you right now. <br /> TENGAN: Yes. Some of the things are my own feelings. that I 'm saying that the Water <br /> Commission if they're going to take the stand on the Charter., I think each and . <br /> everyone of the members should give thought to these ideas and come to their <br /> own conclusion and whether you' /ant to take in what I say as to be true you <br /> know that's ,up. to you; I 'm saying that you should think about these things. <br /> . TANAKA: But you're not saying this is fact. • • <br /> TENGAN: Yes. A lot ..of the points was brought up to raise questions, but when we get <br /> down to the accomplishments of the department; that's fact. <br /> TANAKA: • I also read all of the testimony given to the Charter Commission and in <br /> some of the statements here you say, abolish the Water Commission;. but not <br /> everybody has recommended abolishing of the Water Commission; am' I` correct? <br /> TENGAN: No, not everybody.' <br /> TANAKA: Okay, some of the people. • <br /> TENGAN:' Asubstantial number of people have recommended. <br /> • <br /> • <br /> -17- <br />
