MR. TRULSON: Mr. Silva, excuse me if I appear a <br /> little confused. Who trains your personnel right now since July 1? <br /> MR. SILVA: If you look into the budget message <br /> which we sent to the;.:mayor, the personnel department has prepared <br /> about 43 or 45 training programs. And the point that I'm making <br /> when we look at the basic documents, up to, I think it was 1978, <br /> as I cited in my presentation, there was a section in the statute <br /> which gave considerable training responsibility to the director <br /> of personnel services and that section has been repealed: So there <br /> is no section in this statute giving that responsibility to the <br /> department of personnel services even though in the spirit of <br /> cooperation we do whatever we can to take initiative in the training <br /> area. <br /> Of course, regardless of where the responsibility is, if you look <br /> at all the good text on management, they' ll tell you that every <br /> supervisor, every department head, is responsible for the develop- <br /> ment and the training of his employees to get the maximum pro- <br /> ductivity. My concern is when you refer back to the Maui case, of <br /> course that case is a long, difficult and complicated case and I <br /> do not want to ovdrsimplyfy it, but what it' s saying is that the <br /> personnel function has been reserved by the legislature for the <br /> legislature and it doesn' t give the authority to anyone else to <br /> meddle in the personnel functions as spelled out in the statutes. <br /> So the point I'm making is at one time, as of last year, the <br /> statutes had this provision giving responsibility for training <br /> to the department of personnel services. But that has been <br /> repealed. So then I'm saying that the charter should state that <br /> that responsibility should be in the department. And, really, <br /> answering your questions specifically, the training responsibility <br /> is in the department. Now, but we at the request of the Mayor <br /> have done whatever we could to develop training programs for the <br /> departments. I hope I've answered your question. <br /> You see, training is an inherent part of a supervisor' s duties. <br /> He has to be concerned with training and development of his men. <br /> MR. TRULSON: I agree. I think I understand that <br /> part. If the new employee comes now, according to the statute, <br /> who would train the employee? <br /> MR. SILVA: That section giving that responsibility <br /> to the personnel department has been repealed. <br /> MR. TRULSON: So there is an advisory committee on <br /> training? <br /> MR. SILVA: Yes. The new law which went into effect <br /> actually takes the responsibility for the development of the <br /> state-wide training program with state officials, specifically the <br /> department of personnel services in the state. But the guide, <br /> the development of the state-wide training program, the new law <br /> also creates an advisory committee made up of the directors of <br /> the outside island counties. I believe the universities , the union <br /> representatives, representatives from the state department of budget. <br /> - 20 - <br />
