to that, our own training program. The department can have its <br /> own training program separate and independent from all of the <br /> other resources. But in actual practice, what I've been doing is <br /> if I can get the resources elsewhere, it will save us money, because <br /> you have many programs that are federally-funded or funded by the <br /> state, and if I can get these resources to come in and give us <br /> the training, I take these resources and so we save the money. <br /> It' s more economical sometimes to create training instructors in <br /> a certain field for that kind of work for statewide service, <br /> because if each jurisdiction is going to try and duplicate the <br /> five jurisdictions, it' s going to be very expensive. But if we <br /> can have one resource, this is one of the objectives of the state <br /> advisory committee on training, if we can get one resource and <br /> use the same people for the whole state, we expect it to be cheaper. <br /> It would be cheaper than each jurisdiction trying to go its own <br /> way. You avoid a lot of duplication. <br /> Let me emphasize. It doesn' t mean that we cannot have our own <br /> training program separate and apart from all of that. It' s just <br /> another resource. But for the Hawaii County government, I would <br /> like to see it made very clear that training is a responsibility <br /> of the department. I don' t see why I should even have to come <br /> hereand say this because I think that' s management. Everybody <br /> knows. You pick up a good textbook, on management, it is a <br /> supervisory function. But in the past there has been some <br /> question and I would like to see this clarified once and for all. <br /> MR. SCHUTTE: Mr. Silva, right now as the charter <br /> reads, which gives you your major duties, one happens to be in the <br /> area of personnel development. As it states it here, it is not <br /> sufficient. <br /> MR. SILVA: I don' t think that' s sufficient because <br /> as I pointed out the--- . <br /> MR. SCHUTTE: This personnel development, what does <br /> that refer to? <br /> MR. SILVA: Personnel development refers to training. <br /> MR. SCHUTTE: Isn' t that what we' re talking about? <br /> MR. SILVA: That ' s right. That ' s exactly what we <br /> are talking about. <br /> The point I'm making again is that, if you look at my submittal, <br /> HGEA versus Maui County, it states, "it was not the intent of <br /> Article 7, Section 2, to grant to the political subdivisions <br /> authority to adopt charter provisions on civil service which <br /> would conflict with statutes" . So, you cannot have a charter pro- <br /> vision which is going to conflict with civil service laws. So, <br /> the civil service law has been repealed, and that responsibility <br /> has been given to the state advisory commission or committee on <br /> training. <br /> MR. SCHUTTE: So, they've just created another <br /> agency, is that right? Statewide? <br /> - 25 - <br />
