MRS. KOBAYASHI: You want the Charter to put it in <br /> each department head is responsible. <br /> MR. SILVA: That' s right, and I might add you already <br /> have that in the present charter for the police department. So, <br /> instead of limiting it to one department, say all departments are <br /> responsible. <br /> MRS. KOBAYASHI: But then would that not involve <br /> additional employees_ somewhere? <br /> MR. SILVA: Not necessarily. <br /> MRS. KOBAYASHI: You can still utilize the other <br /> resources that other people have. <br /> MR. SILVA: If you say that the department head is <br /> responsible, it doesn' t mean that he would have to train or anybody <br /> in his department would have to train. He can come to me because <br /> I sit on the state advisory committee which is by statute. <br /> MRS. KOBAYASHI: Do you presently, within your <br /> department, have training officers? <br /> MR. SILVA: I have one training officer. When they <br /> come to me, I go to this advisory committee, I tell them what we <br /> need and we discuss it. If there is a need, the program is <br /> established, because they make an effort to establish a program or <br /> they have resources to refer me to. Then we get these people to <br /> come in and give the training. But what I am saying or trying to <br /> say is we don' t want department heads to feel, oh, I got nothing <br /> to do with that. So we' re saying "no, " you've got to train your <br /> people so we can increase the quality of public service and better <br /> the productiv'i`ty, this kind of thing to give us a better county <br /> government or better county administration. To me it' s a very <br /> important function. I would like to emphasize, what I'm trying <br /> to do is focus the responsibility, instead of leaving it all <br /> very vague. <br /> CHAIRMAN SAKATA: Mr. Silva, at present in your <br /> department, are your personnel all certified personnel, Office-wise. <br /> Whose working in your department? <br /> CHAIRMAN SAKATA: You do want to have a training <br /> program so you can certify certain personnel to work in specific <br /> areas? <br /> MR. SILVA: Well, certain kinds. The instructors, <br /> for example, the people who instruct on the road for these people <br /> operating heavy trucks, they should be certificated. But if we <br /> say that the department is responsible for the development of <br /> the training program, then he would come to me and tell me he <br /> needs this kind of training and I could contact the people in the <br /> state to see if they have these instructors. They could come <br /> over and give the training. But there are other alternatives. <br /> As I said, the State advisory committee on training is only one <br /> alternative. It doesn' t mean that we cannot establish in addition <br /> - 24 - <br />
