Traditionally, and maybe this <br /> might be the time to eliminate tradition, I don' t want to really <br /> have a closed mind, but traditionally, the efforts in a merit system <br /> has always been to try and keep the system politically free as much <br /> as possible. That' s always been a goal in establishing a merit <br /> system. And this is the same thing where you hire and fire, so <br /> that we could call the shots the way we see them and not influenced <br /> by elected officials in any way so that we can be clear with the <br /> other parties. And I think that all of you would agree that, at <br /> least I've been taught that it' s an actual political science that <br /> the man who controls the purse, he controls your salary, he controls <br /> your budget, he controls you, he controls everything else. And if <br /> you' re going to be hard-headed about it, you' re not going to last <br /> very long. <br /> MR. ISHIDA: Just a point for clarification, <br /> Mr. Silva, on this general provisions, administrative supervision, <br /> which states "department of personnel services shall come under the <br /> general supervision and control of the Mayor, " do you find that it <br /> consistent with you being appointed by the commission? <br /> MR. SILVA: Well, it depends on the Mayor that you <br /> have. It could be. How do we define the word supervision. I <br /> think that supervision and control, the way it exists in this <br /> situation is very vague. I really don' t know what it means. <br /> MR. ISHIDA: Socybuchave never had the opportunity or <br /> the occasion to have that provision interpreted to you? <br /> MR. SILVA: No. I might add that the Mayors have <br /> not really tried to come in and tell me how to run my department. <br /> They haven' t tried to make technical decisions, but what do they <br /> mean by supervision and control? <br /> MR. ISHIDA: Would I be correct to assume that as <br /> far as you are concerned, that you really don' t know what that <br /> provision entails, covers? <br /> MR. SILVA: If I would go by the technical super- <br /> vision, that means the mayor would have the right to come and tell <br /> me how to run my department, how to do the technical work, and how <br /> to do everything in my department. And, yet, if he would do that <br /> he would be in violation of the statute. <br /> MR. ISHIDA: So my question is, if you accept that <br /> to be the correct interpretation, Section 7-1. 6, then you are <br /> stating that you find there is a definite, obvious inconsistency, <br /> you think. <br /> MR.
