SILVA: Right. <br /> MR. TRULSON: And they appoint you. <br /> MR. SILVA: That is correct. Speaking of the element <br /> of pay, what some ofthese people go through, its terrible. I <br /> think they should receive some compensation. Because I tell you, <br /> some of these appeals that come up, they have to do a lot of work <br /> to provide decisions, it' s like being a hearing officer. This may <br /> not be the department' s position, but here again, if anybody asks <br /> me for my opinion I' ll give it to you straight what I think. <br /> CHAIRMAN SAKATA: Thank you. <br /> DEPARTMENT MR. AKIRA FUJIMOTO: Mr. Fujimoto read and presented <br /> OF WATER his statement: (See attachment IV) <br /> SUPPLY: <br /> MR. If the commission goes along with us, we would like to sug- <br /> gest some improvements. There' s some conflicting portions of the <br /> charter, . . . <br /> MR. SCHUTTE: This is what we' re interested in, <br /> what portions of this existing charter section that deals with your <br /> department of water supply do you or your staff want to have changed. <br /> Are you satisfied with it as it stands today? Or would you want <br /> some provisional changes as far as certain areas. <br /> You mentioned that you would like it kept as a semiautonomous <br /> department, fine. Is there anything else that you would like to <br /> see changed? This is what we' re interested in. <br /> MR. FUJIMOTO: In order to be the same, we've beten <br /> operating because of the interpretation of the Corporation Counsel. <br /> But there is some portions of the charter, especially relating to <br /> conditions that creates a doubt whether we come under the Mayor or <br /> the commission. <br /> MR. SCHUTTE: Are you referring to any specific <br /> section? <br /> MR. FUJIMOTO: Yes, Section 8-5. <br /> MRS. KOBAYASHI: Mr. Chairman, could we go back <br /> before he gets into the particular sections of the charter? I, <br /> myself, don' t know what is meant by a semiautonomous. I don' t <br /> think anywhere in the presentation was there any definition of <br /> what it means to be semiautonomous. <br /> - 29 - <br />
