as administrators, myself in particular, run in three areas. <br /> We 've got the Civil Service laws that you must contend with. <br /> We 've got also the --two areas--labor contracts that we are <br /> accountable for. So really when you look for and deal with <br /> the employees , you have two contracts going. Two conditions <br /> that you have to watch constantly. Civil Service laws and <br /> the Labor laws. I say go one or the other. If we go in <br /> the contract arrangements with the union , fine, we ' ll deal <br /> with the union. If we go with the Civil Service, fine, <br /> let ' s stay with the Civil Service. B'ut if you've got two <br /> on us it is extremely difficult to administer, and this is <br /> a fact. <br /> MR. CADINHA: You say this decision is not within the realm <br /> of the Chajr. <br /> MAYOR MATAYOSHI: No, it is not, unfortunately. But let me <br /> just state. We are shifting away from the council represen- <br /> tations so we ' ll drop that and go to the next unless someone <br /> wants to ask me further about the council makeup. We ' ll <br /> drop that and go to the next. Okay? As far as,-these <br /> commissions and the form of government they come in, we have <br /> four as testified before you. We have the Police, the Liquor, <br /> the Civil Service and the Water Board that are the four <br /> divisions that are under commission form. My basic thinking <br /> is that I have no qualms about the way the police is handled <br /> and may I state also for the record that although many of <br /> them object to it, I think all three of them, if it stays <br /> the same, where it says the general supervision and control <br /> of the Mayor. I believe it must have that and all of the <br /> four, that is, of the commissions if they remain as commission <br /> membered structure. The reason is this , you see, Police, <br /> Liquor, Civil Service do not raise taxes they are only spending <br /> agencies. They are going to spend. Now, there must be someone <br /> who is accountable to raise the funds to run it. If that be <br /> the case, I think the one who is raising the money ought to <br /> have some say. At least to coordinate the activities, point <br /> one. Point two, I think that the various agencies, when you <br /> have like for instance Police, Police-Fire, where you have an <br /> emergency situation where police, fire and public works will <br /> have to get-together. We can ' t have an agency running by <br /> itself and deciding that the Chief, in the case of the police <br /> would do whatever he pleased. He cannot. You have to coordinate <br /> with the other departments. It must work together so there <br /> must be a general supervision and control from the County, from <br /> the Mayor' s office. I think this is an extreme must to be <br /> able to coordinate all the activities that take place. I do <br /> not think, however, that the Mayor' s part should go into the <br /> actual operational implementation and also the so-called Sriorities <br /> in- the case of the police, the Mayor should not step into those <br /> areas. The Police Commission should handle that. In other <br /> words, keeping the political side of who gets elevated, who <br /> gets promoted, who goes what and where. I think that should <br /> be left with the Police Commission. But as far as coordination <br /> between departments, I think it is very essential . Extremely <br /> essential. Point three now we are talking about separation of <br /> -12 <br />
