MAYOR MATAYOSHI: No, this should be handled by a special <br /> account. In other words, they have a special source of <br /> income and in the case of the water, specifically, . the <br /> water. They should have a special account showing their <br /> income coming in and expenditures going out. I have no <br /> problems or qualms about that. As far as special accounts, <br /> we have highway accounts doing the same thing. The gasoline <br /> tax comes in, andit comes in a special account. Your <br /> parking meter comes in a special account the same way. <br /> The county has really five accounts. You've got the <br /> general fund account, ;or. the general operation account, <br /> the sewage account and the parking meter account and the <br /> highway account. Those are the fOur accounts we have right <br /> now and the Water Board separate. And the fifth account <br /> is the CIP. So right now when we publish the, you' ll <br /> notice when we submit to the council and publish the report <br /> you will see five columns; four columns going down. And <br /> then next year, so there will be five accounts. The <br /> general Lund, sewer, highway, parking meter, those are the <br /> four accounts. Now, the Water Board does not. It goes <br /> separate. So what it could well be, you are going to have <br /> five accounts like that with CIP separate. <br /> MR. For instance, the same way <br /> you cannot get the highway fund into gasoline tax from that <br /> moving on to another. It cannot right now and you can look <br /> at the highway for an example. The highway fund', the <br /> income from the gasoline tax and so on is insufficient to <br /> cover the total cost so you will see a transfer from the <br /> general fund into the highway fund. If you see a transfer <br /> out of highway fund into the general fund, it would be only <br /> the amount that the funds were transferred from the general <br /> fund to highway is when it comes back. Never the other <br /> moneys. <br /> MR. TRULSON: Mr. Mayor, at the present time, if one of the <br /> commissioners of the highway fund, or whatever, wants to <br /> purchase something, whose approval are they going to need? <br /> Say they want to purchase a piece of equipment or a piece <br /> of land, where does the approval come from? For the go-ahead <br /> and purchase this? <br /> MAYOR MATAYOSHI : You have to differentiate this now. But, <br /> as far as land and permanent assets it is a different story. <br /> As far as equipment it is another. In the case of the <br /> equipment, it goes to the Purchasing Department and they will <br /> go to the regular bidding procedure and depending on what the <br /> final amount is they will decide whether to buy or not. It goes <br /> back to the agencies , but they are the buyers.
