But what I don ' t understand, <br /> Mayor, outside of doing away with the commission. I just <br /> don ' t understand how we would do it any other way other than <br /> just doing away with the commission of the Water Department. <br /> MAYOR MATAYOSHI : Operationally, as I see it, the answerable <br /> part of it. The section 8-3 where it says that the manager ' s <br /> department of Water Supply shall be appointed by. Whereas <br /> if you will look at the other particular commissions, depart- <br /> ments like Research and Development, 5-5..2 it is definitely <br /> appointed by the Mayor and answerable to him. By the way, <br /> I 'm sure as you go around you will hear all kinds of <br /> comments. But I just thought I would pump that one out to you <br /> and I think it is three that you have to look at. One I would <br /> prefer is leaving the third all up to the chief executive <br /> office. It is a very difficult one to accept, I realize that. <br /> You have to do a heck of a lot of selling because it is a <br /> concept that is not very acceptable to very many people but <br /> if you look at it ,,ehen,=he<<,becomes really accountable. Well , <br /> I recognize it becomes a really powerful position but it also <br /> is very accountable. He either produces or he doesn ' t. I think <br /> it is a lot better.than the other two systems. And of the <br /> other two systems I guess the present structure is, acceptable <br /> to many more people. But if that happens then I say leave the <br /> control in it. But if it is possible to pull it togetheras <br /> far as the four administrative officesaare concerned in <br /> consolidating three, and I say leave the police out. I have <br /> no objection to leaving that out. But the other three, I say <br /> to remove the commissions. And if you want me to pick it, <br /> I pick point two. Point two is a lot easier to handle. <br /> MR. SCHUTTE: On the Liquor Commission , you mentioned the fact <br /> that it is more in contact with you than he is with the <br /> commission. And as a resultof this , he said the commission <br /> meets once a month. Is this one of your reasons for suggesting <br /> the change to directly under the Mayor? <br /> MAYOR MATAYOSHI : I think that way, if it comes directly like <br /> that. We are always in contact constantly. It is a lot easier. <br /> And the liquor is one of these where I am in constant touch <br /> with him. Like Public Works , Parks , they are always in direct <br /> contact continuously. I think this is a better system and I <br /> would like to see all the other three done the same way. <br /> MRS . KOBAYASHI : If we were to go to a suggested amendment <br /> for us would be to eliminate all of the Chapter 31tbat talks <br /> about the Department.:Dof Finance, Chapter 40 that talks about <br /> Planning? No? You want to eliminate just, you know we have <br /> the various chapters in the charter. You said you wanted to <br /> have the power to structure your own department.. <br /> -24- <br />
