So that, in other words , you would put just <br /> a corporate kind of bylaws kind of thing. <br /> MRS. KOBAYASHI : The very general statement that the Mayor <br /> shall have the power to structure his department as he sees <br /> fit. Would we eliminate, would we cut the charter by half, <br /> then. Would we eliminate all of this stuff. <br /> MAYOR MATAYOSHI: Well , you could put down in the various <br /> sections instead, it would, it would bring it down to a very <br /> simple. . . <br /> MRS . KOBAYASHI : But then we would put all the responsibilities <br /> of the individual departments under what the Mayor shall be <br /> responsible for. . .the Mayor shall be responsible for planning, <br /> etc. You would simplify the charter then. <br /> MAYOR MATAYOSHI : The Mayor shall structure it accordingly <br /> and shall have the ,approval of the County Council. <br /> MRS . KOBAYASHI : Yes, with that. So then, in effect, you are <br /> asking that we. . . <br /> MAYOR MATAYOSHI : Make it very simple. Of course, you are <br /> going to have a very long code of ethics. Very simple. Very <br /> easy to read. That ' s food for thought, anyway. <br /> MR. OMONAKA: What you are, in effect, suggesting is that we <br /> make the Mayor a pretty powerful and political ;:.figure in the <br /> county level if you have this so called authority as you are <br /> proposing now in terms of the right to set up your own <br /> organizational departments. . . <br /> MAYOR MATAYOSHI : Well , it would really be the same as it is <br /> now. I don ' t see the difference because you have authority <br /> to select the department heads anyway. <br /> MR. OMONAKA: In terms of creating, combining and deleting. . . <br /> MAYOR MATAYOSHI : Combining and so on but, right now, I have <br /> also the authority to, in the case of the administrative side, <br /> of firing and hiring. It is the same. There is no difference <br /> there. The only difference would be in the case of the <br /> appointive authority with confirmation in the County Council . <br /> In that case, I am saying the County Council should appoint <br /> its own staff. Whatever is necessary. So, when you think <br /> about it sure it seems like, gee whiz, you know, but right <br /> now that is what the Mayor' s powers are. You are talking about <br /> -25- <br />
