KIM: This is what happens. The federal <br /> puts out personnel and administrative money. KIM: It is done by the county and we <br /> are governed by Civil Service laws. <br /> MR. SCHUTTE: You are governed by the Civil <br /> Service laws , you come under the hiring of the County Civil <br /> Service Commission? <br /> MR. KIM: Not_ the Commission. It is spelled <br /> out in Chapter 12.7 that we will be governed by Civil Service <br /> rules. <br /> MR. SCHUTTE: It is confusing. How do you <br /> account for this? Who do you answer to? <br /> MR. KIM: It is a very confusing setup. We <br /> answer to the Mayor. <br /> MR. SCHUTTE: And yet it is not even covered <br /> here in the Charter.
