MR. KIM: One correction. . . those are not <br /> state funds but are federal and county funds. <br /> MR. BESS : I don ' t really remember 127 too <br /> well but one thing that rings a bell in my mind is this , that <br /> under 127 it appoints all of the mayors of each of the <br /> counties as being the head Civil Defense Director. . .and then <br /> it impowers him to be able to appoint a deputy director. <br /> The deputy director in this case, the Civil Defense Director, <br /> for all practical purposes in Harry Kim. That is why it <br /> would fall under the Mayor' s budget. Because of the adminis- <br /> trative budget what I am saying is that it is denoted as a <br /> separate department but even though it is not in the chapter <br /> that says this is one of the departments that falls under the <br /> administrative supervision of the Mayor because of the way <br /> 127 is worded it. logically follows that the state appoints <br /> him to be the one responsible for civil defense. He has the <br /> power to appoint somebody else and has done that when he <br /> appointed Mr. Kim. So, yes , they have a separate budget <br /> which is akin to the one in our office. <br /> CHAIRMAN SAKATA: Mr. Bess , are you saying <br /> that this is consistent throughout. the state? The civil <br /> defense business? <br /> MR. BESS : I can check , but I haven ' t checked <br /> to find out whether or not Maui, Kauai or the Honolulu Charters <br /> have anything on civil defense. <br /> MR. KIM: Getting back to 127. . . 127 applies <br /> to natural disasters and 128 also provides for the creation <br /> of civil defense as it applies to enemy attack and wartime. <br /> So there are two chapters on civil defense. <br /> MR. CADINHA: Mr. Kim, are your employees <br /> part of the retirement system of the State of Hawaii and <br /> everything else? <br /> MR. KIM: The same as any other county <br /> employee. <br /> MR. CADINHA: How many employees do you have? <br /> MR. KIM: Right now, we have two male employees <br /> . . .the administrator, the plans and operations officer and we <br /> are in the process of getting a logistical officer. . .that would <br /> be three male employees and a stenographer and a clerk. So <br /> there are five altogether in our agency. <br /> MR. CADINHA: Does the federal funding differ <br /> from year to year or does it remain status quo? <br /> MR. KIM: It has been pretty much ' the same <br /> each year, but as we require additional funds to meet increased <br /> expenses we have been able to get them. <br /> -25- <br />
