KIM: Yes , that is how I conclude it. A <br /> status quo thing. <br /> MR. BESS : Just a point of clarification. <br /> This was really a quick look , but the Honolulu Charter does <br /> not have any reference at all to the Civil Defense Department. <br /> Neither does Maui. Kauai has one and it reads , "there shall <br /> be a Civil Defense Agency whose powers, duties , functions and <br /> organization shall be provided----for,,by-filaw. This would again <br /> revert back to 127. <br /> co 3212ecT1/13 <br /> MR.CYAGONGQ In case of a disaster you have mit-Se-11"1" <br /> to work with other agencies within the county, right? Some- <br /> times the police, for example. . .do they come under you during <br /> disaster or under their police chief. <br /> MR. KIM: Our primary function is that of <br /> coordination so we represent the Mayor in coordinating the . <br /> various agencies such as the Police, Fire, Public Works. So <br /> as I have listed, we have only five in the department. We <br /> are just a staff agency. We have no -resources or manpower to <br /> do any emergency work but we do coordinate the various outlying <br /> agencies if we need them. We will call on the Public Works, <br /> as weneed them, and representing the Mayor, we will utilize <br /> their services. <br /> CHAIRMAN SAKATA: Any other questions? No. <br /> We thank you, Mr. Kim. <br /> MR. KIM: Thank you. <br /> CORPORATION Introduction was, made of Stephen Bess , <br /> COUNSEL: Corporation Counsel . <br /> MR. BESS : Mr. Chairman , and members of the <br /> Commission, I want to apologize for not having a written state- <br /> ment here today. I wasn ' t notified of this meeting until this <br /> morning. It wasn ' t put on my calendar and so I should have <br /> been able to write a written statement while I was back here <br /> waiting to appear. But, at any rate, what I would like to do <br /> is express my concerns about the structure and organization of <br /> our department in written form and the commission can be <br /> assured that they will receive that within a week. <br /> Basically, I don ' t have any startling changes <br /> to recommend as far as our office is concerned. Our office is <br /> in Chapter 2 , Section 5 on Page 9 of the current Charter. I <br /> would recommend that Section 5-2.4 that refers to Assistant <br /> Corporation Counsel be amended with language similar to that <br /> found in Maui County' s Charter and apparently at the time that <br /> this Charter was written there were just two people in the <br /> office and I don ' t know whether or not the Charter Commission <br /> envisioned having more than just one person to assist the <br /> -- Corporation Counsel but rather than just specifying that the <br /> -26- <br />
