THOMPSON: This is part of our preventive <br /> maintenance program or preventive fire program which is built <br /> right into our job. <br /> MR. CADINHA: Mr. Thompson, what is the <br /> department' s criteria for promotion to Captain, say, or promoting <br /> along within the ranks of your department? How is this selection <br /> done? <br /> MR. THOMPSON: The selection is done through <br /> the Civil Service. It is based on Civil Service rules and <br /> regulations. We are, or, go through a test process and an eli- <br /> gibility is developed and promotion is selected from the eligible <br /> list. Within the department structure, itself, you have a board <br /> to interview the candidates. That is within our internal <br /> structure prior to coming to my attention as to who shall best <br /> fit the job, who is best suited for the job. <br /> MR. SCHUTTE: Mr. Thompson , are you saying that <br /> you. . .who sets up this committee to screen applicants for the <br /> Fire Department or ford?.. . <br /> MR. THOMPSON: I think you have the question <br /> wrong. The question was who makes the promotion and this is <br /> within my own structure. <br /> MR. SCHUTTE: Yes, I was just getting to that. <br /> This committee that gets together, do they decide who gets <br /> accepted into the Fire Department in addition to who gets <br /> promoted? <br /> MR. THOMPSON: No. <br /> MR. SCHUTTE: It is strictly for promotion? <br /> Who sets up the committee then? <br /> MR. THOMPSON: I select the committee. The <br /> committee is made up of, depending on the rank to be promoted, <br /> officers one level superior to the grade to be promoted. <br /> MR. SCHUTTE: Is this customary? Is this <br /> standard rule of procedure that is done throughout. . . <br /> MR. THOMPSON: This is standard within our <br /> Fire Department. <br /> MR. SCHUTTE: Is it an accepted practice, let ' s <br /> say to your knowledge, or to the best of your knowledge, in the <br /> County of Maui or the County of Honolulu? <br /> -3- <br />
