THOMPSON: The policy of this Fire <br /> Department here has been not to accept any transfers direct. <br /> Any individuals who feel that they want to work at the <br /> Hawaii County Fire Department will have to be recruited in <br /> like any other individual through the Department of Personnel <br /> Services. <br /> MR. SCHUTTE : What you are saying then is <br /> that you will not accept transfers from other counties. <br /> MR. THOMPSON: That is correct. <br /> MR. SCHUTTE: Even if they are well qualified <br /> or willing to start from the bottom of the ladder? <br /> MR. THOMPSON: Yes , that is correct. <br /> MR. YANAGA: Why is it the Fire Department <br /> does not have any Commissioners in power? <br /> MR. THOMPSON: Traditionally they haven ' t had <br /> any. I have no answer at this time to qualify it but as long <br /> as I have been with the Fire Department they have not had any <br /> Commission to govern it. <br /> MR. YANAGA: I have another question, Mr. <br /> Chairman. . .Do you have any idea of improving the status of the <br /> Firet aiDepartment 'in; the" future? <br /> MR.. THOMPSON: I thought it was quite obvious <br /> that we have improved from the card-playing, volleyball playing <br /> image to that of one of the greatest fire departments in the <br /> United States but I have no . .I feel there is still room for <br /> improvement, yes. <br /> MR. YANAGA: So as of now you are satisfied. . . <br /> MR. THOMPSON I am not satisfied. There is <br /> still room for improvement. We have come a long way in the <br /> past 30 years that I have worked for the Fire Department. As I <br /> mentioned, I think I can only illustrate it by the fact that it <br /> used to be a Fire Department that was known for the best volley- <br /> ball players in the county, and the best checker players and <br /> card players. But today we have people in the community looking <br /> up to us and, I believe, if you were to ask that the Fire <br /> Department be stricken from any responsibility or service on <br /> this island then somebody would have to answer for it to the <br /> public. <br /> MR. TRULSON: Section 6-4. 3 Powers and Duties <br /> and Functions states that, "the powers and duties and functions <br /> of the Fire Department shall be prescribed by the Ordinance" . <br /> So in effect if you wanted "powers, duties" or such changed, <br /> -5- <br />
