MR. SCHUTTE : Mr. Hakoda, in Section 6-3.4 <br /> County Bands. Do theycome directly under your department? <br /> MR. HAKODA: Administratively only. In other <br /> words , the bandmaster is considered as one of our key super- <br /> visory positions. He is appointed by the mayor. He comes <br /> under the direct supervision of the managing director <br /> according to the Charter but for administrative purposes he <br /> works out of my department. <br /> MR. SCHUTTE: He works under your department. <br /> So, he answers directly to the managing director. <br /> MR. HAKODA: On a day to day and budgeting,-- <br /> this kind of function , he reports to me. His budget is <br /> included in my departmental budget. By Charter he comes <br /> under the managing director. It is a funny kind of setup, <br /> but that is what it is. <br /> MR. SCHUTTE : Yes, that is why I 'm questioning <br /> it. He ' s appointed by the mayor but he answers to the <br /> managing director and he is put under your department. Talk <br /> about people having more than one master. . . . . <br /> MR. HAKODA: Yes , that is an example. <br /> MR. SCHUTTE : In turn , he hires all of the <br /> band people? <br /> MR. HAKODA: He is given the power to appoint <br /> bandmembers and to fire bandmembers. <br /> MR. SCHUTTE : But then he has to get approval <br /> from the managing director to fire them, according to the <br /> Charter. <br /> MR. HAKODA: Technically speaking, yes. <br /> MR. SCHUTTE : How do you think this works? <br /> Have you had any problems with this? <br /> MR. HAKODA: No, we haven ' t had any problems. <br /> He attends all of my staff meetings. We discuss the budget. <br /> He discusses every hire that he takes on or every separation <br /> that takes place with me. The setup is kind of odd but in <br /> working, in actual day to day function , it is no problem as <br /> far as I can see. <br /> MR. SCHUTTE : It just happens that yoUr <br /> department does all the paperwork, does all the administrative <br /> work for the bandmaster, though. <br /> MR. HAKODA: That is right. The payroll , <br /> everything else. <br /> MR. SCHUTTE : No say, though, whatsoever over <br /> the bandmaster. <br /> -11- <br />
