SENSANO: Mr. Hakoda, the user fee applies <br /> to what type of department recreation facilities? <br /> MR. HAKODA: There are certain basic conditions <br /> that have to exist _befiore we apply the user fee policy. <br /> Generally speaking, while they apply to all of our facilities , <br /> depending on the kind of use when an individual or a group <br /> wants exclusive use of a facility. In other words , they <br /> reserve the place and nobody else can use it for a certain <br /> period. Then usually there is a fee attached to it. This can <br /> apply to picnic pavilions;: Can be gymnasiums. Can be ball <br /> fields. swimming pools. Whatever. And what we did was to <br /> set down certain conditions under which a user fee would apply. <br /> The basic consideration is whether it is exclusive use. Our <br /> user fee would apply if any group uses a county facility for <br /> fund raising purposes. It may be a bazaar or some kind of <br /> sale. Or a tournament where they charge admission. Generally, <br /> if a public facility is going to be used for fund raising <br /> purposes , there is a fee involved. The user' s fee is not only <br /> the charging of certain rental fees but we have imposed <br /> relatively heavy security deposits because we were finding <br /> that whenever there is a carnival in the bay front, for example:;. <br /> on Monday morning I would have to send six people down there all <br /> day to clean up. There is a $200 deposit, now, that we impose <br /> and the group cleans up after the use and this $200 is then <br /> refunded. What it is doing is to cut down on our maintenance <br /> costs quite a bit. Those are the basic considerations in the <br /> user fee. <br /> -12- <br />
